Graduated from Swarthmore College in 1982 with a Bachelor of Arts degree in philosophy, earned a Master of Public Policy degree from Harvard Universitys John F. Kennedy School of Government in 1985 and earned a Juris Doctor from the Georgetown University Law Center in 1990. Was admitted to the Maryland Bar Association in 1990 and joined the law firm of Arent Fox.
